Fresh bid to list former golf course as an asset

PARISH councillors will make a fresh bid to have a former golf course in Emmer Green made into an asset of community value.

Kidmore End Parish Council has agreed to apply to Reading Borough Council to have the former Reading Golf Club site listed, six years after its first attempt was turned down.

The former golf course site extends partially into Kidmore End parish.

The council has decided to try again to list it after an application to build

70 homes there was turned down by South Oxfordshire District Council.

The decision was taken last month following objections from the parish council and community groups, such as the Caversham and Districts Residents’ Association and Keep Emmer Green.

Keep Emmer Green had previously applied to get the site listed, which followed an application for 260 homes to be built on another part of the golf course, which was later revised to 223 and granted permission.

The listed asset application was turned down as the council said the site was ineligible to be listed and a lack of evidence had been provided to demonstrate existing or future community use.

However, Caroline Aldridge, who chairs Kidmore End Parish Council, said circumstances had changed since the golf club moved off the site and golf is no longer played there.

She said: “Things have moved on. Golf is no longer played on that part of the course in our parish and there is increased foot traffic, particularly for dog walkers who are accessing that site regularly.

“There are lots of accesses now for pedestrians all around.”

The council voted unanimously to request a volunteer to make an application for the listing to the borough council.

An asset of community value is defined under the Localism Act 2011 as land that furthers the social well-being or social interests of the local community.

It ensures that if the land is put on the market within the five-year listing period, the community will be given the opportunity to raise the funds to purchase it.

Reading Golf Club moved to the course known as Caversham Heath in 2021 and was renamed The Caversham.
